Two WYDOT sites and 1 ASOS reported gusts over 58 mph for several hours. Peak gust was 76 mph at Rawlins Airport.

Wider weather episode

A Pacific storm system approached Wyoming from the west and ejected northeast over the region. This system produced gusts over 70 mph with a few locations as high as 80 mph.
