What EF0 means. On the Enhanced Fujita scale, EF0 is light damage: shingles and siding peeled, gutters torn, branches broken, consistent with estimated gusts of 65–85 mph. The rating comes from a survey of the worst damage after the storm, not from a wind measurement, so it says as much about what the tornado hit as about how strong it was.

What the National Weather Service wrote

This tornado began in Brown County near U.S. Route 68, just to the northeast of Fayetteville at 0017EST. The tornado traveled northeast across far northwest Highland County and far southeast Clinton County before entering back into Highland County, just southwest of Lynchburg at 0023EST. The tornado ended shortly thereafter near Lynchburg, where some tree damage was noted on State Route 134.

Thunderstorms developed during the late evening and continued into the overnight hours as a strong low pressure system lifted northeast through the Ohio Valley.
