Event narrative

Widespread flooding and a number of road closures were reported on Saint Thomas. Barricades blocked off Brookman Road from Fort Mylner all the way to Nadir, and were kept in place until water receded in the late afternoon. Water in Nadir was reported running at the full height of the gut about five feet deep. Sub-Base on Saint Thomas also saw serious flooding.

Wider weather episode

An active tropical wave south of Dominican Republic became better organized and attained the status of tropical depression fifteen when it was centered about 340 miles southwest of San Juan. Deep moisture from this system brought periods of moderate to heavy rainfall across the U.S. Virgin Islands and gusty winds.
