What EF1 means. On the Enhanced Fujita scale, EF1 is moderate damage: roofs badly stripped, mobile homes pushed off foundations or overturned, windows broken, consistent with estimated gusts of 86–110 mph. The rating comes from a survey of the worst damage after the storm, not from a wind measurement, so it says as much about what the tornado hit as about how strong it was.

What the National Weather Service wrote

A NWS storm survey team concluded a tornado touched down near Goehmann Ln. on the eastern portions of Fredericksburg. The tornado traveled to the northeast crossing Pedernales Estates Rd. before lifting near Lonesome Trl. Damage was primarily to trees, but a water pump station on Goehmann Ln. lost its roof and one brick wall. Peak winds were estimated at 95 mph.

The wider storm

An upper level low moved into the central plains and a shortwave trough moved across Texas. The low level airmass remained very moist and the result was thunderstorms that produced heavy rain and isolated severe weather.

Began near Coin City (30.2462, -98.8038).
