The water level rose above flood stage of 7 feet, and crested at 8.89 feet at 11:20 AM EST. A low spot on Dickenson Road was flooded as well as portions of the Franklin City Park.

Slow moving low pressure and deep moisture led to a persistent band of showers and isolated thunderstorms. Locally heavy rain led to instances of flooding.
