Event narrative
The water level along the South Branch Potomac River rose above flood stage, cresting at 7.94 feet at 9:55 PM EST. A low spot on Dickenson Mountain Road 300 feet downstream from the bridge began to flood.
Wider weather episode
A slow moving cold front approached the area on the 22nd before passing through on the 23rd. A deep southerly flow allowed for tropical moisture to move into the area ahead of the boundary. This led to heavy rainfall as the cold front approached which caused instances of flooding.
